Qatar Cabinet Condemns Iranian Attacks, Advances Key Legislative Reforms and Expands Social Support

Doha, July 08 (QNA) - Qatar's Cabinet has strongly condemned Iranian attacks on Qatari, Saudi, Bahraini and Kuwaiti interests, while approving a series of legislative, judicial, educational and diplomatic measures during its regular weekly meeting chaired by HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani.

According to a statement delivered after the meeting by HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi, the Cabinet renewed the State of Qatar's strong condemnation of the targeting of the Qatari tanker Al Rekayyat while it was transiting near the Strait of Hormuz.

The government rejected the attack outright, calling it a "serious violation of international maritime safety, a threat to global energy security and regional stability, and a blatant breach of international law". The Cabinet demanded that the Islamic Republic of Iran immediately halt these "dangerous practices" and affirmed that the State of Qatar reserves its full rights under international law to take measures it deems appropriate to protect its interests and national assets.

The Cabinet also reiterated Qatar's condemnation of the targeting of a Saudi oil tanker while it was transiting the Strait of Hormuz, describing the incidents as dangerous escalations that threaten regional security and stability and undermine efforts to strengthen regional peace.

In addition, ministers condemned "repeated Iranian attacks" against the Kingdom of Bahrain and the State of Kuwait, characterizing them as flagrant violations of both countries' sovereignty and of international law.

Meanwhile, the Cabinet praised the "constructive cooperation" between the country's executive and legislative branches as the Shura Council concluded its first ordinary session of the second legislative term, corresponding to the legislative body's 54th annual session.

The Cabinet said the collaboration reflected the vision of HH the Amir Sheikh Tamim bin Hamad Al-Thani for institutional cooperation aimed at advancing legislation in response to the State of Qatar's economic and social development needs, supporting national development programs and helping to achieve Qatar National Vision 2030.

It added that the legislative session had produced important laws across economic, social and cultural sectors, alongside productive engagement between the Cabinet and the Shura Council through policy proposals, government responses and hearings involving ministers and senior executive officials.

The Cabinet took note of the Shura Council's approval of a new Traffic bill.

The proposed legislation forms part of the Ministry of Interior's strategy to regulate and improve traffic movement and enhance road safety and security. It also takes into account developments in Qatar's infrastructure, changing road usage and advances in vehicle technology.

The Cabinet also noted parliamentary approval of a new state property draft law, prepared by the Ministry of Municipality, which replaces Law No. 10 of 1987.

The legislation establishes a unified and updated legal framework governing public and private state property, aimed at improving protection, management and efficient use of government-owned assets, safeguarding public funds, preventing encroachments and linking property administration with Qatar's modern land registration system in line with the country's urban development.

The government said the bill also supports the objectives of Qatar's Third National Development Strategy (2024–2030), particularly by improving transparency and efficiency in managing public assets, modernizing the legislative framework, strengthening institutional excellence and supporting sustainable economic development.

The Cabinet further noted the Shura Council's approval of a draft law regulating oversight of fuel stations. Prepared by QatarEnergy in coordination with the Permanent Committee for Monitoring Fuel Filling and Storage Stations, the legislation aims to strengthen supervision of fuel stations, enhance environmental protection, public health, security and public safety, and define the obligations of station owners and operators in implementing technical health and safety standards across fuel facilities and associated infrastructure.

Ministers also noted parliamentary approval of amendments to the Civil and Commercial Procedures Law of 1990. Prepared by the Supreme Judiciary Council as part of the national initiative to modernize justice systems, the amendments seek to update procedural legislation governing civil and commercial litigation, improve judicial efficiency and support Qatar's wider digital transformation agenda.

According to the Cabinet, the reforms are intended to balance faster court procedures with the protection of due process and equal rights for litigants. The amendments also strengthen electronic litigation, modernize payment order and judicial receivership procedures, standardize judicial notifications, appeals, fees and financial guarantees, and establish case management offices within each court to prepare cases before trial.

The Cabinet approved amendments to the 2017 decision establishing Qatar's National Committee to Combat Human Trafficking. Prepared by the Ministry of Labor, the changes aim to achieve more balanced representation among participating government bodies and strengthen coordination in combating human trafficking, thereby improving the committee's effectiveness.

The Cabinet also approved amendments to the training regulations governing the Legal and Judicial Studies Center. The reforms update rules governing legal training programs, improve the quality of professional training and align the center's work with international best practices, with the objective of producing qualified legal professionals capable of meeting institutional needs.

The government approved a proposal to provide educational vouchers for Qatari citizens with disabilities enrolled in nurseries and specialized educational service centers.

The initiative forms part of the Ministry of Education and Higher Education's strategy to improve educational quality and aims to expand access to educational and rehabilitation services from an early age, promote inclusion within the education system, reduce financial burdens on families, strengthen early intervention programs and support specialized institutions providing inclusive education.

The Cabinet said the proposal is consistent with the objectives of Qatar's Third National Development Strategy and Qatar National Vision 2030.

The Cabinet approved a draft memorandum of understanding on diplomatic training and education between the State of Qatar's Diplomatic Institute and the Diplomatic Academy of the Islamic Republic of Mauritania.

It also approved a draft letter of intent between the State of Qatar and the Eastern Republic of Uruguay on cooperation in mediation.

At the conclusion of the meeting, the Cabinet reviewed several reports before taking what it described as the appropriate decisions. These included the annual report of Qatar's National Human Rights Committee, the 2025 annual report on the activities and projects of the General Retirement and Social Insurance Authority, and a report on Qatar's participation, led by HE the Minister of Municipality, at the World Urban Forum 2026 (WUF13) held in Azerbaijan in May 2026.

The reports reviewed also included one on Qatar's participation, led by HE the Minister of Public Health, in the 10th GCC Ministerial Committee for Food Safety meeting held in Bahrain in May 2026 and another on Qatar's participation in meetings of the GCC ministerial committees on trade cooperation (70th meeting), industrial cooperation (56th meeting), standardization affairs (11th meeting), and the accompanying consultative meetings.
