Key Outcomes of Wednesday's Cabinet Meeting
Doha, June 03 (QNA) - HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired the Cabinet's regular meeting at the Amiri Diwan on Wednesday afternoon.
Following the meeting, HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi stated the following:
At the outset of the meeting, the Cabinet reiterated the State of Qatar's denouncement of the repeated Iranian attacks on the State of Kuwait and the Kingdom of Bahrain, and everything that amounts to an egregious breach of their sovereignties, the international rules-based order, and the principles of good neighborliness.
It further stressed that the State of Qatar firmly stands by the State of Kuwait and the Kingdom of Bahrain and backs them in all measures they pursue to safeguard their sovereignties and security.
The Cabinet emphasized the importance of shielding the region from the consequences of unprovoked and random attacks, as well as de-escalating tensions and restoring regional and global security and stability.
Afterwards, the Cabinet pored over the items on the agenda and took note of the Owners' Association bill that was sanctioned by the Shura Council. The bill aims to regulate real estate management and the repair of areas shared by all owners within a single property.
This comes through the creation of an Owners' Association comprising unit owners of jointly owned properties, leading, at the end of the day, to ensuring an environment that prioritizes all owners' needs and their mutual interests, as well as reducing any potential disputes.
Having sanctioned the aforementioned bill, the Cabinet amended some provisions of the Civil and Commercial Procedure Law promulgated by Law No. (13) of 1990 and decided to submit it to the Shura Council.
The drafting of this bill is part of the national initiative to advance justice systems that aim to modernize the Procedural Legislative Framework for Civil and Commercial Justice, in addition to accomplishing prompt justice in a manner that aligns with the nation's pivot toward developing the justice sector and keeping up with the digital transformation in judicial services that support business and investment in the country.
The bill in question seeks to modernize an array of procedural rules in a manner that balances procedural efficiency and the orderly conduct of litigation with the protection of due-process rights and equal treatment of litigants.
It also aims to advance electronic litigation, enhance the payment-order and judicial-receivership systems, and streamline certain procedural mechanisms that directly affect litigants, most notably service of process, avenues of appeal, court fees, and bonds.
In addition, the bill provides for the establishment of a Case Management Office in each court to prepare and organize cases before they are referred for adjudication.
Furthermore, the Cabinet approved the Minister of Finance's draft decision that identifies customs rules, conditions, and procedures related to the Free Zones.
Having been drafted by the Ministry of Finance in coordination with the General Authority of Customs (GAC), the draft decision intends to execute the customs provisions promulgated by Law No. (40) of 2002, as part of the GAC's strategy to afford premium services to all stakeholders based on a secure and smart customs system.
The proposed regulation seeks to establish a comprehensive customs framework for Free Zones and to promote the importation of goods into, and their subsequent re-exportation from, such zones.
The Cabinet decided to approve the draft memorandum of understanding for cooperation in nuclear safety and prevention from radiation signed between the Ministry of Environment and Climate Change (MECC) of the State of Qatar and the Nuclear and Radiological Regulatory Commission (NRRC) of the Kingdom of Saudi Arabia.
Upon wrapping up the meeting, the Cabinet weighed in on a report pertaining to the outcomes of participation in the OECD Skills Summit 2026, which was convened in the Republic of Turkiye in April, and took the appropriate decision accordingly. (QNA)
