Syrian Minister of Local Administration and Environment to QNA: Northeastern Syria Sees Start of State Institution Reactivation, Local Administration a Priority
Damascus, February 01 (QNA) - Minister of Local Administration and Environment of the Syrian Arab Republic Mohammad Anjarani affirmed that the Syrian government has commenced practical steps to reactivate state institutions in the northeastern governorates of the country, especially Raqqa, Al-Hasakah and the eastern part of Deir ez-Zur, noting that these areas have priority at the present stage due to service and administrative challenges in them after years of being outside the scope of work of state institutions.
In a statement to Qatar News Agency (QNA), Minister Anjarani said that a new governor has been appointed for Raqqa Governorate, and that a governor for Al-Hasakah will be appointed soon, in preparation for the full relaunch of the work of state institutions. He indicated that the government’s approach is based on completing the existing service and administrative structures, while working to develop the positive aspects and address errors and shortcomings, in order to ensure an improvement in the level of services provided to the population.
He pointed out that government teams have been heading since the early days to the eastern governorates of the country with the aim of activating a number of key files, foremost among them the reactivation of administrative units and local councils as the closest link to providing daily services to citizens. Work is also underway to link these councils to the administrative structure of the governorates to ensure the regularity of institutional work.
Anjarani noted that the real estate records file represents a special priority in these areas, given the sensitivity of the issue of ownership among the people. He explained that the real estate records and ownership records in Raqqa Governorate were preserved from any acts of sabotage or tampering, while work is underway to secure them in the rest of the regions. The Ministry is also working to restart basic service systems such as bakeries, primary health care centers and service centers, while activating the unavailable services.
The Minister also reviewed the Ministry’s vision for the next phase, explaining that it is based on empowering local communities to manage their own affairs through local councils that genuinely represent the population. He added that the Ministry is working to strengthen administrative decentralization and establish administrative units and local councils based on genuine representation of the population, while providing the necessary government support to enable them to perform their tasks. He emphasized that the goal is to build a genuine partnership between the state and the local community in managing service and development matters.
The Syrian Minister of Local Administration and Environment Mohammad Anjarani said that the digital transformation project constitutes a fundamental pillar in the reform plan adopted by the Ministry, through the endeavor to digitize municipal services and reduce the number of paper approvals and direct contact between the citizen and the employee, which reduces complications and speeds up the completion of transactions. The Ministry is also working on reviewing the existing laws and regulations that have caused the inflation of procedures, with the aim of amending and simplifying them in accordance with the requirements of modern administration. The Minister also noted the Ministry’s endeavor to transform its services into a digital system that enables citizens to complete their transactions quickly and easily. He stressed that the approach is not limited to digital archiving, but also includes the establishment of a comprehensive national real estate database, which contributes to preserving property rights and enhancing legal and social stability.
