Oman Posts 8 Percent Revenue Increase in 2025
Muscat, June 21 (QNA) - Oman's Ministry of Finance announced a surge of 8 percent in total public revenues in 2025, reaching OMR 12 billion and 122 million, broadly in line with the estimates adopted at the beginning of the same year, where total revenues had been projected at approximately OMR 11 billion and 180 million.
The final account of the actual performance of Oman's general budget for the fiscal year 2025 revealed that actual public expenditure recorded a rise of 7 percent by the end of 2025, amounting to approximately OMR 12 billion and 583 million.
This was driven by social spending and support for stimulating economic activity, thereby registering an actual deficit of OMR 461 million compared to the approved budget.
Regarding oil revenues, the nation's general budget recorded, by the end of 2025, an increase of 11 percent in oil revenues (oil and gas) compared to the approved budget, bringing total oil revenues to approximately OMR 8 billion and 481 million.
As such, net oil revenues during 2025 reached roughly OMR 6 billion and 640 million, marking a 14 percent increase compared to the estimated net oil revenues in the 2025 budget of OMR 5 billion and 830 million.
The Ministry of Finance affirmed that the corollary of this upsurge in revenues is the rise in average global oil prices, with the realized average oil price reaching almost USD 72 per barrel, compared to the budgeted price of USD 60 per barrel.
The average production of oil and condensates stood at approximately 999,000 barrels per day, compared to the budgeted estimate of 1,001,000 barrels per day, reaffirming the government's commitment to the voluntary production adjustments agreed under the OPEC+ framework.
Net gas revenues amounted to approximately OMR 1 billion and 841 million, recording an increase of 4 percent compared to the approved budget estimate of approximately OMR 1 billion and 777 million, which was attributed to the rise in the average selling price of liquefied natural gas from USD 5.41 to approximately USD 7.49.
Total non-oil revenues at the end of 2025 reached approximately OMR 3 billion and 641 million, reflecting an increase of OMR 68 million compared to the approved budget, including approximately OMR 3 billion and 602 million in current revenues and OMR 39 million in capital revenues and recoveries.
