MECC Showcases “Smart Observer” Boat for Marine Environment Monitoring
Doha, August 06 (QNA) - The Ministry of Environment and Climate Change (MECC) showcased the operational mechanism of the “Smart Observer” boat, which is designed to monitor the marine environment and equipped with advanced systems to track environmental changes and collect samples and data from marine sites.
The initiative is part of the Ministry's efforts to develop the environmental monitoring system and improve the efficiency of data collection.
The launch of the project represents a significant step forward in the Ministry's efforts to adopt advanced technologies for environmental protection and promote the sustainable management of natural resources. It also marks a transition from traditional environmental monitoring methods to a smart digital system that enables specialists to track environmental changes and make informed decisions based on scientific data.
The boat uses remote operation technologies and advanced sensing systems to automatically and periodically collect environmental data, in line with global developments in the use of unmanned systems for monitoring marine ecosystems.
Speaking to Qatar News Agency (QNA), Assistant Director of the Environmental Monitoring and Inspection Department at the Ministry Abdullah Al Khulaifi, said the smart monitoring boat represents a significant addition to the Marine Environment Quality Department. He noted that the project supports the objectives of the National Development Strategy 2030 by keeping pace with modern technologies and developing electronic and smart systems to support field monitoring operations.
Al Khulaifi explained that the boat operates using advanced technologies through three control methods: manual operation, a control system via a large antenna, or Starlink technology. It can operate continuously for six to seven hours, measure multiple environmental variables, and collect several water samples simultaneously.
He added that the Ministry held meetings with the manufacturer, which designed the boat according to the technical specifications outlined in the Ministry's environmental monitoring methodologies and strategies. He said the Ministry's teams conducted extensive comparisons between the boat's readings and those obtained through traditional manual measurements, with the results showing near-identical accuracy.
Al Khulaifi noted that the boat's design process required time due to the Ministry's insistence on meeting specific technical requirements, including weight, ease of navigation, speed limits, and the capacity to carry designated samples. He said the design was developed based on precise operational needs and was completed in accordance with the specifications agreed upon with the manufacturer.
He confirmed that the pilot phase was successful and that the Environmental Monitoring and Inspection Department is now expanding the project and incorporating it into several related programs. The next phase will include a broader scope and additional boats equipped with more advanced technologies.
Concluding his remarks to QNA, Al Khulaifi emphasized that abandoning traditional scientific methods and approaches remains difficult, explaining that modern technologies have significantly reduced workloads while continuing to complement, rather than replace, traditional monitoring methods used in these operations.
For his part, international sustainability expert and researcher, Dr. Mohammed bin Saif Al Kuwari, described the launch of the “Smart Observer” project by the Ministry of Environment and Climate Change (MECC) as a qualitative step that reflects Qatar's commitment to adopting advanced technologies for environmental protection and the sustainable management of natural resources.
He explained that the project represents a transition from traditional environmental monitoring methods to a smart digital system based on continuous measurement and accurate data collection to support evidence-based decision-making.
Speaking to QNA, Al Kuwari said that the project keeps pace with global developments in the use of unmanned marine systems by relying on remote operation technologies and modern sensing systems to collect environmental data automatically and periodically. This contributes to improving the efficiency of marine monitoring operations and enhancing their sustainability.
He highlighted the significance of the project in improving the accuracy and speed of environmental data collection compared to traditional monitoring operations, which require field teams, vessels, and extensive equipment. He added that the project reduces the time, effort, and operational costs associated with repeated marine surveys, while enhancing the safety of technical personnel by reducing the need to conduct tasks in challenging marine conditions or sensitive areas.
Al Kuwari noted that the “Smart Observer” will provide real-time, continuous data to enable early detection of changes or pollutants that may affect the marine environment. He added that it will contribute to developing a comprehensive scientific database that can support environmental studies and the formulation of future policies and plans.
He affirmed that the project aligns with Qatar's efforts toward digital transformation and the smart management of environmental resources.
Al Kuwari expected the project to bring about a qualitative improvement in marine environmental monitoring services by expanding coverage of marine and coastal areas and conducting periodic monitoring operations according to precise schedules without direct human intervention.
He added that the project will enhance the accuracy of measuring environmental indicators, including water quality, temperature, salinity, dissolved oxygen, turbidity, chlorophyll, and other parameters.
He explained that the rapid transmission of data to monitoring and analysis centers will allow immediate action upon detecting abnormal changes. It will also improve the efficiency of human and financial resources by allowing technical personnel to focus on analysis and evaluation rather than solely on field data collection.
The project will further strengthen early warning systems for detecting marine pollution, marine life mortality events, or harmful algal blooms before their impacts intensify, he said.
Al Kuwari stressed that the project goes beyond environmental data collection, describing it as a comprehensive platform for managing environmental information more efficiently and enhancing the ability of relevant authorities to protect the marine environment and make more effective and sustainable decisions.
Regarding the project's contribution to achieving Qatar's national objectives, Al Kuwari said the “Smart Observer” aligns with Qatar National Vision 2030, particularly the environmental development pillar, which emphasizes protecting the natural environment and achieving a balance between economic growth and the preservation of natural resources.
He also highlighted the project's alignment with the objectives of the Third National Development Strategy (2024–2030) through supporting digital transformation in government operations, utilizing artificial intelligence and advanced technologies in natural resource management, improving environmental monitoring efficiency, protecting biodiversity and marine ecosystems, supporting the blue economy and sustainable development, developing integrated national databases to support planning and decision-making, and promoting innovation and scientific research in environmental fields.
He further noted that the project supports Qatar's commitment to achieving the UN Sustainable Development Goals, particularly Goal 14: Life Below Water, as well as goals related to climate action, innovation, and effective institutions.
Al Kuwari called for further development of the project in its next phase through the integration of artificial intelligence technologies for data analysis and early environmental forecasting, establishing a national network of smart boats to cover Qatar's territorial waters and coastlines, and linking the system with satellites, drones, and coastal monitoring stations to create an integrated national environmental monitoring system.
He also proposed incorporating advanced sensors to detect micro-pollutants, microplastics, organic pollutants, and heavy metals, in addition to developing an early warning system based on real-time data.
He suggested establishing an interactive national digital platform to utilize environmental data in supporting researchers and decision-makers, expanding the project's applications to serve scientific research, enhancing regional and international cooperation, and developing national expertise in operating smart marine systems and analyzing big data.
Concluding his remarks to QNA, Dr. Mohammed bin Saif Al Kuwari said the “Smart Observer” project represents a strategic investment in the future of Qatar's marine environment and reflects the country's direction toward utilizing innovation and smart technologies to protect natural resources.
He expressed confidence that the continued development of the project will transform it into an advanced national platform for environmental monitoring, supporting decision-making, enhancing sustainability, and strengthening Qatar's position as a leading regional model in smart environmental management.
