Shura Council Secretary-General Pledges Continued Support for Council's Legislative and Oversight Role
Doha, July 06 (QNA) - HE Secretary-General of the Shura Council Nayef bin Mohammed Al Mahmoud said the General Secretariat will continue to strengthen its support for the Council by providing technical, administrative, and organizational services that enable members to carry out their legislative and oversight responsibilities efficiently.
Speaking at the close of the first regular session of the second legislative term, corresponding to the Council's 54th annual session, HE Al Mahmoud pointed out that the achievements of the session reflected the commitment of Council members, under the leadership of HE Speaker of the Shura Council, Hassan bin Abdullah Al Ghanim, to reviewing legislation, discussing national priorities, and advancing the Council's legislative and oversight agenda.
He noted that the session included 37 regular sittings, during which the Council completed the review of 23 draft laws, alongside general debate and hearing sessions. The Council's standing committees also played a central role in examining matters referred to them.
HE Al Mahmoud stated that the General Secretariat worked throughout the session to provide an effective institutional framework by coordinating meetings and sessions, managing administrative and technical requirements, and supporting the Council's standing committees. These efforts helped ensure the smooth conduct of the Council's work.
He added that the Secretariat's role extends beyond administrative functions to strengthening parliamentary support through the development of work processes, improved institutional coordination, enhanced operational readiness, and modernized systems capable of meeting the Council's evolving legislative and oversight responsibilities.
HE the Secretary-General highlighted the launch of the Shura Council General Secretariat Strategy 2025–2030 at the beginning of the session, describing it as a major step toward modernizing institutional performance. The strategy focuses on strengthening legislative and oversight support, improving administrative and operational efficiency, and advancing digital transformation and institutional innovation.
He noted that the strategy was developed through a comprehensive institutional review of the Council's governing legislation and operational framework, ensuring alignment with Qatar National Vision 2030 and the Third National Development Strategy.
HE Al Mahmoud pointed out that the strategy provides a practical roadmap for transforming the General Secretariat into a more integrated support institution based on strategic planning, governance, performance measurement, and digital transformation, while enhancing the quality of services provided to Council members and committees.
He also praised the cooperation of government entities and relevant institutions, saying it has helped facilitate the Council's work and strengthen coordination among national institutions in support of Qatar National Vision 2030.
The Secretary-General commended the staff of the General Secretariat for their professionalism and dedication throughout the session, attributing the smooth conduct of the Council's work to the coordinated efforts of its administrative and technical teams.
Concluding his remarks, Al Mahmoud reaffirmed the Secretariat's commitment to further developing its capabilities and supporting the Shura Council's future legislative and oversight role in service of the State of Qatar under the leadership of HH the Amir Sheikh Tamim bin Hamad Al-Thani.
Separately, members of the Shura Council said in press statements that the first regular session of the second legislative term, corresponding to the Council's 54th annual session, reflected the effective integration of the Council's legislative and oversight responsibilities in serving the nation and its citizens.
