Arab League Condemns Israeli Occupation Forces' Raid on UNRWA Training Centre in Kalandia

Cairo, July 27 (QNA) - The General Secretariat of the Arab League has denounced the storming of the Kalandia Training Centre run by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) by the Israeli occupation forces.

The bloc said the occupation soldiers were joined by officials from the Jerusalem Occupation Municipality, adding that this was the second time in less than a month that they had carried out such an act, during which they detained students and staffers inside the facility.

The League termed this act a flagrant violation of UN facilities, as well as their privileges and immunities.

In a statement on Monday, Assistant Secretary-General and Head of the Palestine and Occupied Arab Territories Sector at the Arab League, Ambassador Faed Mustafa, said this attack constituted a grave breach of the 1946 Convention on the Privileges and Immunities of the United Nations.

This assault also breaches Israel's obligations, as the de facto occupying power, under international law and the Fourth Geneva Convention, Mustafa emphasized, adding that it likewise poses a direct threat to UNRWA's mandate endorsed by the UN General Assembly.

He recalled that targeting this centre - which is considered the longest-standing UNRWA-run facility - is part of a systematic policy intended to undermine the agency's operations and deprive Palestinian refugees of their right to education and fundamental services.

In its advisory opinion rendered in 2025, Mustafa remarked, the International Court of Justice (ICJ) asserted Israel's obligation to facilitate UNRWA operations and refrain from taking any measures that could undermine or hamper the mandate of UN facilities in undertaking their roles.

As such, Mustafa called the attention of the international community, the UN and the Security Council to this act, urging them to assume their legal responsibilities and take urgent action to protect UNRWA's facilities and personnel.

He stressed that the repeated Israeli abuses should be ended and that the occupation should be held accountable for persistent breaches of international law.

In this regard, Mustafa contended that targeting UNRWA would not alter the international community's responsibility toward Palestinian refugees, nor the mandate granted to the agency under UN resolutions. (QNA)
