Web Summit Qatar 2026: Justice Minister Weighs in on Qatar's Digital Experience in Shoring Up Legal Work

Doha, February 03 (QNA) - HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi said today that the State of Qatar prioritizes leveraging digital and cutting-edge technologies in supporting and strengthening legal and legislative government efficiency as part of the nation's strategic transition toward the knowledge-based economy.

Addressing a panel discussion within the Third Web Summit Qatar 2026, the Minister added that organizing this global technological event embodies the national path toward digital transformation, demonstrating Qatar's standing as a global platform that convenes tech and innovation minds, as well as high-ranking global investors, alongside founders and heads of enterprises specializing in tech fields.

He recalled the Smart Legislative Advisor initiative that had been launched by the Council of Ministers Secretariat General as part of a bundle of ambitious initiatives that keep up with Qatar's digital agenda 2030, including the interactive electronic platform for procedures of preparing government legislation.

HE Al Mohannadi clarified that this initiative broadly leverages AI-powered tools in preparing, reviewing, and unpacking legislations, as well as upgrading accuracy and quality levels, in addition to reducing legal review duration up to seven times compared to the previous situation.

These initiatives are executed in tandem with the Ministry of Communications and Information Technology (MCIT), the Minister outlined.

Al Mohannadi recalled that this program will trigger a paradigm shift in government legislative work, whose idea evolved from a similar successive experience at the Ministry of Municipality to streamline the procedures of building permits through leveraging artificial intelligence to address the challenges of legislative work in terms of scale, complexity, and time required.

The Minister highlighted the implementation of the program in cooperation with Scale AI, spearheaded by MCIT, noting that it contributed to reducing the legislative processing and review time from almost 35 days to nearly 5 days, while enhancing accuracy, consistency, and the quality of legislative outputs, and maintaining full human oversight and professional legal responsibility.

He called on innovators, technologists, and policymakers to engage in responsible dialogue on practical challenges, and to propose ideas that are testable and developable to serve the legal sector in the country.

In response to a question regarding the priority of digital transformation in the Ministry of Justice, Al Mohannadi emphasized Qatar's belief that technology is the future, as reflected in the Ministry's Strategic Plan 2025-2030, which is witnessing a comprehensive digital transformation of its projects and services, with nearly 90% of its services having been converted into digital services.

He added that digital transformation in the legal sector is boosts speed and efficiency, but it also enhances trust, accessibility, and strengthens the rule of law. He noted that technology was an enabling tool to achieve better justice, not a substitute for legal responsibility or adherence to professional standards.

Regarding collaboration with partners and innovators, HE the Minister noted that digital transformation of the legal sector represents a strategic national priority, affirming Qatar's pursuit of building a flexible and transparent legal and judicial ecosystem that meets the needs of citizens and investors.

He referred to the issuance of Law No. (19) of 2025 amending certain provisions of the Legal Profession Law as a transformational step to enhance the role of the legal profession and support the private sector, alongside efforts to modernize the legislative framework and build partnerships with the private sector, academic, and international institutions.

Al Mohannadi elucidated that the Doha Legal Forum, whose inaugural edition recently concluded, aligns with this approach, alongside international platforms such as the Web Summit. (QNA)
