Doha, October 25 (QNA) - The Ministry of Justice affirmed that the enactment of Law No. 17 of 2026 on international treaties and agreements, together with the issuance of Amiri Decision No. 39 of 2026 regulating their conclusion, establishes an integrated framework for managing this vital area. The framework promotes a more cohesive institutional approach, enhances the efficiency of government work, and supports the realization of the goals set forth in the Qatar National Vision 2030 and the Third National Development Strategy (2024–2030).

In a statement issued today, the Ministry explained that the new system governs every stage of an international treaty or agreement, from assessing the need for it, evaluating it, and drafting it, through legal review, submission, and formal adoption, to monitoring its implementation and evaluating its tangible outcomes. The provisions of the Law and the Amiri Decision will take effect in January 2027.

In this context, HE Undersecretary of the Ministry of Justice Saeed bin Abdullah bin Saeed Al Suwaidi said the Law and the Amiri Decision establish a more comprehensive legal and institutional framework that balances between the requirements for expanding international cooperation and the protection of national interests. He noted that international agreements are a key instrument for turning cooperation with other countries and organizations into partnerships and initiatives that deliver added value to the State and society.

For his part, Assistant Undersecretary for Agreements and International Cooperation at the Ministry of Justice Khalid Mohammed Al Khamis Al Obaidli stated that the new system aims to standardize government practices and enhance operational efficiency. He stressed that the value of such agreements is measured by their tangible impact on citizens, residents, and the national economy, such as facilitating travel, expanding investment opportunities, and strengthening judicial and legal cooperation.

Meanwhile, Head of the Unified and Model Legislation Section at the General Directorate of Legislation of the General Secretariat of the Council of Ministers Sara Abdullah Al Suwaidi noted that the new framework strengthens integration among the relevant authorities from the earliest stages of drafting agreements while assessing their implications for national legislation and making any necessary legislative amendments before they are submitted to the Council of Ministers, thereby ensuring full alignment between international obligations and the State's legislative system.
