MECC Organizes Preparatory Workshop for COP31 Climate Change Conference
Doha, October 22 (QNA) - The Ministry of Environment and Climate Change (MECC) organized a preparatory workshop on negotiation preparations for the 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change (UNFCCC).
The initiative aimed to enhance participants' technical and negotiating capabilities, ensuring optimal readiness for upcoming international climate negotiations at the conference scheduled to take place in Antalya, Turkiye, from November 9 to 20.
The workshop addressed primary agenda items, including the work program for greenhouse gas emission mitigation, a just transition, the global goal on adaptation, and climate finance. Discussions also focused on the UAE Dialogue, which tracks the implementation of outcomes from the Global Stocktake evaluating progress under the Paris Agreement.
Participant sessions reviewed the outcomes of the 30th Conference of the Parties (COP30) alongside results from the 64th sessions of the UNFCCC subsidiary bodies held last June. Attendees analyzed evolving negotiation tracks, various national positions, key areas of consensus and divergence, and strategic opportunities for reaching agreements during the upcoming summit.
Additionally, the program examined international cooperation mechanisms under Article 6 of the Paris Agreement, focusing on state-to-state emission reduction cooperation, the international carbon credit trading mechanism, and non-market-based cooperative approaches. Discussions encompassed energy sector transitions, reducing fossil fuel dependence, and the intersection between climate policies and international trade.
Hands-on training formed a core component of the curriculum, offering practical modules on preparing national positions, drafting interventions and text proposals, analyzing complex negotiating documents, navigating competing state interests, and applying diplomatic mechanisms to reconcile differences and secure consensus.
Organized by MECC to build specialized national capacity, the workshop reinforces the State of Qatar's effective participation in global climate forums while safeguarding its national interests and strategic priorities. (QNA)
