Qatar National Day/ Minister of Justice and Minister of State for Cabinet Affairs to QNA: QND Approaches with Qatar Moving Forward Confidently in its Achievements
Doha, December 16 (QNA) - HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi affirmed that the State of Qatar’s celebration of this year’s National Day comes as the country proceeds confidently in its achievements and remains steadfast in its path of development and progress, guided by the wise leadership of HH the Amir Sheikh Tamim bin Hamad Al-Thani.
In a statement to Qatar News Agency (QNA) on the occasion of the National Day, His Excellency said that the National Day carries a profound significance that highlights the values and principles established by the founder, Sheikh Jassim bin Mohammed bin Thani, which laid the foundations of the modern state, built on willpower and unity. He pointed out that this state continues its humanitarian mission supporting peace, upholding the principles of justice, and defending the rights of peoples to dignified living, freedom, and equality.
He added that the progress achieved in various national sectors, foremost among them the justice sector and legal services, is the result of His Highness’ farsighted vision, which placed serving citizens, facilitating their access to justice, and protecting their rights at the forefront of priorities, embodying the values of justice and the rule of law.
His Excellency explained that this year’s National Day slogan, 'With you it Rises, From You it Awaits," accurately reflects the idea that the state is built on the efforts of its people, and on the belief that the nation’s renaissance is achieved through the dedication and skills of its youth, and that a prosperous future is the fruit of their unity, knowledge, and deep-rooted values.
He pointed out that the Ministry has continued this year to achieve qualitative steps in developing the judicial work system and enhancing the competitiveness of legal services through the launch of the 2025–2030 Strategic Plan, aligned with the Third National Development Strategy (2024–2030) and Qatar National Vision 2030. The plan includes 100 operational projects derived from seven strategic pillars, linked to 27 strategic initiatives and 27 performance indicators that allow precise monitoring of implementation and outcomes, thereby strengthening governance and raising performance efficiency.
His Excellency emphasized that the directives of HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani have been a fundamental support for the Ministry’s institutional development path, ensuring the provision of high-quality and easily accessible judicial services that meet the needs of individuals and government entities in line with global best practices.
He stated that the Ministry achieved major progress this year in its comprehensive digital transformation project, with the Real Estate Registration and Authentication sector launching the first phase of the automation of legal services. This is supported by an integrated technological system that includes the upgraded “Sak” application, which has become a unified platform for all real estate registration and authentication services.
He added that the new “Sak” application provides, for the first time, authentication transactions via video communication and services linked to the Digital ID System (QDI). It also offers a unified interface for the “Absher,” “Real Estate Valuation" and “Real Estate Bulletin” apps, as well as the ability to display property information directly through QR Code scanning, with the option to obtain printed copies via Qatar Post without the need to visit the Ministry. These measures resulted in the completion of 28,064 real estate registration transactions, 75,231 authentication transactions, and 22,470 fully electronic transactions. He confirmed that the Ministry is working according to a plan aimed at achieving 100% digital services during 2025–2026.
His Excellency noted that the Ministry of Justice has this year achieved significant advancements in developing the procedures governing the practice of legal professions, reflecting the state’s keenness to elevate legal work, enhance transparency, and regulate the judicial services market, affirming the Ministry’s commitment to supporting legal practitioners.
He added that more than 400 experts in various specialties have been registered, and around 800 real estate brokers have been licensed under new regulatory frameworks. In addition, more than 300 new lawyers have been registered after meeting qualification and training standards. With regard to arbitration, the number of rulings issued by the Arbitration Affairs Department increased by 34% during the first half of 2025 compared to last year.”
His Excellency affirmed that these figures reflect the growing confidence in the country’s legal environment and reinforce the ability of the justice sector to absorb regulatory developments, enhance the quality of professional outputs in line with modern legislation, and underscore the Ministry’s keenness to build strategic partnerships with legal professionals within the framework of the national initiative to develop justice systems.
In a related context, His Excellency praised the active role of the Anti-Money Laundering and Counter-Terrorism Financing Unit at the Ministry of Justice, noting that it has witnessed significant expansion this year in the scope of supervision and oversight of legal professions and designated non-financial professions under the Ministry’s authority.
He explained that the Unit has focused on strengthening a culture of compliance among lawyers, experts, and real estate brokers, developing field and electronic monitoring tools, and implementing extensive campaigns to ensure adherence to national legislative requirements and international standards.
His Excellency noted that the Ministry is preparing to launch an integrated judicial project to automate legal services, including services related to agreements, international cooperation, lawyers, experts, and arbitration. This initiative will include 100 new electronic services as part of the digital transformation pathway. Preparations are also underway for the first Legal Hackathon next May, in cooperation with the United Nations Institute for Training and Research (UNITAR), in addition to preparations for launching the Doha Legal Forum next January with the participation of legal scholars and decision-makers from around the world. He explained that these initiatives aim to position Qatar as a regional hub for legal research, legislative innovation, and policy development.
The Minister of Justice concluded his statement to QNA by affirming that National Day is an occasion to renew loyalty to the wise leadership, strengthen belief in the values of unity and solidarity, and serve as a source of inspiration for further creativity and innovation, especially among the youth who represent the cornerstone of the nation’s future. He stressed that the state will continue its path of construction and development, consolidating Qatar’s status as an oasis of security and stability and a force for good and peace in the region and the world.
