Regulatory Authority for Charitable Activities Launches 'Masar' Programme

Doha, December 08 (QNA) - The Regulatory Authority for Charitable Activities (RACA) on Monday launched the "Masar" Programme, designed to monitor the implementation of its 2025-2030 strategy.

The launch marks a significant step in the Authority's commitment to advancing effective governance tools, performance measurement mechanisms, and ensuring the efficient and transparent achievement of its strategic objectives.

The launch ceremony was attended by HE Minister of Social Development and Family, and Chairperson of the Board of RACA Buthaina bint Ali Al Jabr Al Nuaimi.

On this occasion, Her Excellency affirmed that the "Masar" Program serves as a natural extension of the Authority's strategy, reflecting its commitment to shifting from planning to execution within a clearly defined institutional framework that strengthens performance governance and enhances the efficiency of the charitable sector.

She explained that the program introduces a practical vision aimed at promoting sustainability, embedding the values of transparency and effectiveness, and ensuring the precise implementation of the Authority's strategic initiatives. This, she noted, is intended to generate tangible outcomes aligned with Qatar National Vision 2030, while reinforcing a culture of giving and development and supporting charitable work as a fundamental pillar of Qatari society.

For his part, Director-General of RACA, Ibrahim Abdullah Al Dehaimi emphasized that the launch of "Masar" marks a new phase in the Authority's institutional development. He noted that the program represents a qualitative shift in monitoring and performance-assessment mechanisms, and reflects the Authority's determination to implement its strategic projects with the highest levels of quality and efficiency. He added that the program also advances the Authority's digital transformation and enables work teams to track progress continuously, thereby ensuring the expected impact on the advancement of the charitable and humanitarian sector.

During the launch, the Authority presented an overview of "Masar," describing it as an integrated platform for measuring progress in implementing strategic initiatives and projects. The system links the Authority's various departments through regular reporting mechanisms that allow decision-makers to follow performance closely and ensure the achievement of desired results and outcomes.

The program aims to establish a data-driven work environment, strengthen transparency, and enhance the quality of services provided to the charitable sector, in alignment with the country's broader direction toward digital transformation and the adoption of international best practices in regulatory oversight and institutional performance management.

Director of the Planning and Quality Department, Ashwaq Abdullah Al Aji delivered an introductory presentation on the program, outlining its operating mechanisms, key progress indicators, and the periodic reports it generates to support decision-making. She emphasized that "Masar" reinforces a culture of institutional performance built on planning, monitoring, and continuous improvement.

It is worth noting that earlier this year, the Authority launched the national Strategy for the Charitable and Humanitarian Work Sector in Qatar (2025-2030), as well as the "Sanadi" platform for coordinating domestic assistance-initiatives that underscore its steadfast commitment to enhancing the national system for regulating charitable work, strengthening institutional readiness, and providing more innovative and transparent tools that support the sector's sustainability and solidify its role in achieving comprehensive development.
