NFHR's Second Session Discusses Role of Law Enforcement Agencies in Controlling Individual, Collective Behavior During World Cup
Doha, September 12 (QNA) - The second session of the first National Forum on Human Rights (NFHR) discussed the role of law enforcement agencies and respect for human rights in controlling individual and collective behavior during the FIFA World Cup Qatar 2022 from security, social and legal perspectives.
Head of the Humanitarian and Social Services Department at the Human Rights Department at the Ministry of Interior Captain Dr. Abdullatif Hussein Al Ali, Director of the Undersecretary Office of the Ministry of Justice Khalid Al Obaidli, and Dr. Al Shazly Al Shatti from the Department of Social Sciences at the Faculty of Arts, Qatar University, participated in the session.
The session reviewed the procedures of the administrative control authorities and the suitability of these authorities with international human rights standards, and exceptional measures to maintain public order and stadium security during the FIFA Qatar World Cup 2022.
The session outlined strict controls on the use of weapons, international standards governing the function of a policeman in the field of administrative control, basic principles on the use of force, and standards governing exceptional measures to maintain public order and stadium security.
The session talked about the responsibility of the State of Qatar in organizing this important football event by issuing Law No. 10 of 2021 on measures to host the World Cup, which consists of 42 articles related to 10 chapters, including procedures for entering and exiting the country, security and safety, bank operations and others, organizational procedures to maintain security, agreements, planning and operational operations, providing requirements for the success of the tournament and training and qualification of law enforcement officials.
It also touched upon the role of stakeholders and individuals in the success of this championship through the implementation of laws, instructions and guidelines imposed by the State.
The participants in the session spoke about the importance of the tournament in highlighting the role of the State of Qatar in organizing and completing infrastructure projects, as well as the security challenges resulting from the influence and intolerance of the fans and how collective behaviors can be controlled during the tournament, explaining the characteristics of such sports crowds as temporary, expressive, active, heterogeneous and disorganized, and different behavior orientations, and the human rights related to these fans, represented in the freedom to use slogans, cultural specificity, and equal treatment.
The speakers at the session stressed that in order to take a human rights approach to deal with collective behavior during the FIFA Qatar World Cup 2022, the organizers must provide appropriate conditions and sufficient information to all audiences without discrimination and clarify the rules and controls and that media organizations should spread awareness and avoid broadcasting materials that fuel negative behaviors while maintaining neutrality and objectivity.
They added that the security agencies must be well prepared and adopt methods that take into account the psychological state of the masses, avoid falling into provocations, and deal well with difficult situations and civil society institutions must support official efforts, conduct awareness campaigns and maintain neutrality and impartiality, because all these actions break the stereotype about Arabs and Muslims, highlight the advancement of the State of Qatar in the human rights and humanitarian field, and strengthen relations between peoples and cultures, especially since eyes of the whole world are directed to Qatar, the first Muslim Arab country in the Middle East that hosts this football great event.
