LoginMinister of Labour Chairs Second Consultative Session on the Private Sector Nationalisation Plan and Targets
Doha, September 29 (QNA) - HE Minister of Labour Dr Ali bin Samikh Al Marri chaired Monday the second consultative session in a series organised by the Ministry on the Private Sector Nationalisation Plan and targets.
The session, dedicated to companies listed on the Qatar Stock Exchange, brought together a number of chief executive officers and senior management representatives from listed companies.
The session builds on the first consultative session held for state-owned companies and public-benefit entities, as part of the Ministry of Labour's efforts to ensure the optimal implementation of the Private Sector Nationalisation Law, identify the most effective mechanisms for its implementation, discuss challenges facing the private sector, and hear companies' views and proposals on the application of the law.
HE the Minister of Labour affirmed the Ministry's commitment to strengthening partnership and cooperation with private-sector companies and institutions, including listed companies, to further the dialogue on the Private Sector Nationalisation Law and support its effective implementation.
He noted that companies listed on the Qatar Stock Exchange represent an important contributor to the national economy, making them key partners in achieving the targets set out in the Nationalisation Plan.
Turning to the main components of the plan, HE Dr Ali bin Samikh Al Marri explained that it includes setting nationalisation targets according to establishment categories and targeted sectors, as well as launching the Nationalisation Award to honour distinguished establishments and Qatari citizens.
He added that the plan sets out clear responsibilities for private-sector entities, including updating the data of all Qatari and non-Qatari employees every six months, certifying work and disciplinary regulations and employment contracts, paying the salaries of Qatari and non-Qatari employees through the Wage Protection System, using the “Basher” platform, notifying the Ministry of appointments and terminations, and meeting nationalisation and employment targets.
As for the Ministry of Labour's responsibilities, HE the Minister explained that these include providing establishments with prior notice before implementation of the law and clarifying the requirements they will need to meet, outlining violations in cases of non-compliance, providing incentive support, clarifying any applicable restrictions on the private sector, and reviewing the Nationalisation Plan with the private sector and assessing its effectiveness two years after implementation.
He further outlined the role of sector regulators, noting that their responsibilities include aligning nationalisation targets with the realities of each sector, integrating nationalisation into supervision and licensing mechanisms, monitoring establishments' compliance and submitting periodic reports, as well as supporting qualification and training pathways in line with sector needs.
In parallel, HE Dr Ali bin Samikh Al Marri affirmed the Ministry's commitment to empowering Qatari students and preparing them for the labour market in cooperation with private-sector partners. He said this would help develop a generation of qualified and ambitious national talent, while strengthening the sector's ability to attract and effectively employ them, in line with Qatar National Vision 2030.
Concluding the session, HE the Minister stressed that the success of the Nationalisation Plan depends on coordinated efforts and effective partnership among the Ministry, sector regulators, and private-sector companies and establishments. He underscored the importance of the consultative sessions as an interactive platform for bringing together stakeholders involved in implementing the Private Sector Nationalisation Law, fostering coordination and the exchange of views and expertise, and supporting the plan's objectives.
