Council of Ministers Secretariat General Receives Gulf Digital Government Award for Its Smart Legislative Advisor Program
Doha, October 29 (QNA) - The Council of Ministers Secretariat General received the 2026 GCC Digital Government Award in the "Best Use of Artificial Intelligence" category for its Smart Legislative Advisor Program.
The win was announced during the awards ceremony for the 7th edition, held in Manama, Kingdom of Bahrain, in the presence of HE Minister of Communications and Information Technology Mohammed bin Ali Al Mannai. The award was received by Director of the Legislation Department at the Council of Ministers Secretariat General Majed Hassan Al Ghanem.
Since its official launch in January 2026, the program has been leveraging AI technologies to prepare, review, and analyze draft government legislative instruments, integrating research, analysis, drafting, and review into a unified workflow.
Marking the occasion, HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi said that this achievement comes under the guidance of the wise leadership and the directives of HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani. It also aligns with the objectives of Qatar's Digital Agenda 2030 and the Third National Development Strategy (2024–2030). He further indicated that the "Smart Legislative Advisor" is a product of the government's AI program, led by the Ministry of Communications and Information Technology (MCIT).
His Excellency added that the quality of legislation is a fundamental pillar for the rule of law and the efficiency of government performance. He noted that the program is designed to enhance the ability of specialists to draft more robust legislative proposals, not to replace their expertise or judgment. He emphasized that a key safeguard in this approach is that the legislative decision remains in the hands of the responsible specialist, with technology serving as a tool to improve quality and accelerate the drafting process.
His Excellency stressed that innovation has become a necessity in legal and legislative work to keep pace with a legislative landscape that is increasingly fast-paced and complex. Such innovation is not limited to the integration of technology; it extends to the development of the work processes themselves, rendering government legislation more consistent, clear, and easier to understand and apply for those subject to its provisions. He further noted that nations that effectively leverage innovation in the legislative process are best positioned to build a flexible legal system, one capable of responding to the changes of the era without compromising its core, foundational principles.
His Excellency commended the efforts of the team within the Legislation Department at the Council of Ministers Secretariat General, emphasizing that this recognition from the Gulf region serves as an incentive to continue investing in innovative solutions that support government legislative work in the country.
In turn, Director of the Legislation Department at the Council of Ministers Secretariat General Majed Hassan Al Ghanem affirmed that the program is one of the department's strategic projects aimed at achieving legislative excellence in government operations.
He indicated that it embodies institutional integration among government entities in creating specialized digital solutions that address operational requirements. He further noted that work is ongoing to develop the program and explore its gradual expansion to include other government bodies responsible for drafting legislative instruments.
He noted that the development of the program is based on feedback from the specialists who use it, ensuring its sustainability and continued alignment with actual operational needs, as well as the requirements and evolving nature of legislative drafting.
He expressed his pride in representing the State of Qatar at this Gulf forum, noting that this honor reflects an appreciation for the national talent working within the legislative sphere. (QNA)
