World Summit AI: MCIT Launches the ALIF Program to Build AI Capabilities Across Government Entities

Doha, December 10 (QNA) - The Ministry of Communications and Information Technology (MCIT) announced the launch of the ALIF Program in collaboration with Scale AI, on the sidelines of the World Summit AI – Qatar 2025. The program represents a national step toward preparing Qatar's government workforce for the future of AI, equipping employees with practical skills that enhance service quality and accelerate digital transformation in alignment with the Digital Agenda 2030.

Delivered through the Qatar Digital Academy, the ALIF Program provides accredited, hands-on training designed to equip government employees with the knowledge and tools needed to apply generative AI technologies effectively and responsibly within their daily work. The curriculum targets both technical and non-technical staff, ensuring that AI becomes an accessible and practical tool across all government roles.

The "ALIF" program is designed with a practical training methodology built around two complementary tracks that serve different categories of government employees. The first track, ALIF Core, provides targeted training for administrative and executive staff, helping them develop a clear understanding of generative technologies and their role in enhancing digital services.

The second track, ALIF Tech, is tailored for technical professionals and offers in-depth training on generative models and the development of practical use cases that support the creation of AI solutions within government entities. These tracks are delivered through intensive workshops: one day for ALIF Core and two days for ALIF Tech, ensuring participants gain immediately applicable skills and create tangible impact across government workplaces.

During the signing ceremony, Duha Al Buhendi, Director of the Digital Society and Digital Competencies Department at MCIT, stated: "The ALIF Program is a practical step toward strengthening government capabilities and enabling employees to understand and adopt generative AI in a structured and responsible way. Through this program, we aim to enhance AI skills across government entities to support the development of more efficient and high-quality services in line with the Digital Agenda 2030."

This approach reflects a broader national effort to build a workforce capable of understanding how modern AI models operate, reinforcing Qatar's position as a leading country in the systematic and advanced adoption of AI in government.

Dr. Noura Abu Khdeir, Head of AI Skills Development and Enablement at Scale AI, added: "Our collaboration with MCIT represents an important step in knowledge transfer and in providing specialized training that enables government employees to understand and effectively apply modern generative AI technologies. We believe that national capacity-building is essential to accelerating AI adoption and strengthening government readiness for the future, and we are pleased to support MCIT in advancing Qatar's innovation ecosystem."

As part of introducing the program and its future roadmap, MCIT and Scale AI held an ALIF introductory session during the World Summit AI – Qatar 2025. The session, attended by representatives from various government entities, presented an overview of the program's training structure and developmental tracks. It also introduced participants to core AI concepts, including how modern language models operate and how government teams can begin identifying and designing applicable AI use cases within their organizations.

The launch of the ALIF Program marks a strategic milestone in Qatar's efforts to build a digitally capable workforce prepared for the future. It aligns with the sixth pillar of the Digital Agenda 2030, which focuses on developing human competencies, fostering innovation, and ensuring the sustainability of digital transformation, supporting the goals of the Third National Development Strategy (2024–2030) to build a future-ready labor force.
